Modernizing Enterprise-Wide Technologies for our Military to Enhance DLA Capabilities
Department of Defense (DoD), Defense Logistics Agency (DLA)
The DLA is the DoD’s combat logistics support agency, responsible for nearly every consumable item used by our military forces. In 2007, DLA implemented the Enterprise Business System (EBS) as their Enterprise Resource Planning (ERP) solution to modernize and improve the Agency’s supply chain management capabilities. This major re-engineering effort is one of DoD’s largest commercial-off-the-shelf (COTS) based information technology implementation projects. It provides an end-to-end SAP solution for managing and facilitating DLA’s supply chain to more than 22,000 users operating in 28 countries worldwide.
Complimentary to the EBS implementation, DLA required financial and accounting support to comply with government-wide mandates for full auditability and compliance with FIAR and OMB A-123 directives.
While tackling this major re-engineering effort, the DLA expanded to include the oversight of all enterprise level initiatives between DLA and DISA. Additionally, DLAs Enterprise Infrastructure Services (DEIS) began consolidating several of its programs under one accreditation boundary. As a result, they needed a comprehensive life cycle approach delivering system assurance and security integration within DEIS Enterprise lifecycle.

In support of each of these initiatives, DLA was faced with a multitude of challenges and sought an industry partner to tackle these efforts. TeraThink offered the best technical, functional, network, and financial experts to support DLAs enterprise-wide systems and help them meet Government-wide mandates.
TeraThink has been an integral part of the EBS implementation, supporting both the operational and maintenance of the production SAP environments, as well as providing full life cycle development for new releases. TeraThink’s Subject Matter Experts (SMEs) and SAP technicians design, develop, and integrate the EBS through process re-engineering, gap analysis, and the development of operational architectures and systems specifications. We provide Tier 2-3 Help desk support and desk-side training, developing documentation for release migrations and Go-live.
TeraThink supports multiple facets of the PMO expansion, including technical and program management advisory support, governance management support, information assurance support, and integrated master scheduled support and maintenance.
TeraThink provides Information Assurance (IA) and Security Operations support for the DEIS consolidation efforts. IA activities create security processes and procedures to support deployment and sustainment of new enterprise-wide systems across the DLA enterprise. TeraThink’s operation support provides security functions as a collaborative design partner in the SDLC, from requirements, architecture, design, coding, deployment, and sustainment.
TeraThink supports DLA’s effort toward achieving audit readiness by validating their general equipment is accurately recorded for accountability, control, and visibility purposes. We evaluate and analyze all accountable assets that do not satisfy auditability requirements and perform functional inventory management, financial accounting, and technical project management to meet FIAR and OMB-A 123 directives.
Through the EBS program, PMO expansion, DEIS consolidation, and managing audit readiness activities, TeraThink has helped DLA:
- Integrate SAP applications and complete system upgrades to meet BRAC initiatives.
- Provide technology guidance to increase the level of enterprise-wide system assurance.
- Improve accounting processing toward reaching full auditability by resolving corrective action plans.
- Achieve alignment with Generally Accepted Accounting Principles (GAAP) and compliance with FIAR and OMB A-123 directives.
- Enhance accountability by leveraging information technologies (e.g. SAP), industry standards, and
- TeraThink’s proven approach to program and project management.
