Advancing a Healthy Enterprise System for HHS

THE OPPORTUNITY

HHS has one of the most complex financial management environments in the Federal government, consisting of an enterprise-wide financial management system based on Oracle’s federal eBusiness Suite used by 6,000+ users across 11 agencies and 17 staff divisions to manage $80B in federal funding.  This Unified Financial Management System (UFMS) is also integrated with many other enterprise systems for management of acquisitions (Compusearch PRISM), grants, travel, and human resources, as well as with agency-specific applications. This complex operating environment required the advanced business process knowledge, and functional and technical Oracle eBusiness Suite and Compusearch PRISM skills and application support services that TeraThink could deliver. HHS also required transition and change management support to an enterprise shared services model as part of their enhanced delivery approach.

OUR SOLUTION

Because of our long history serving HHS and our onsite practitioners, we knew what our client wanted – a nimble and highly skilled team. TeraThink delivered the right sized, specialized team that successfully assumed full operational responsibility. Our team coordinated across multiple HHS organizations and collaborated in a multi-contractor environment, to deliver high quality operations and maintenance (O&M) services to HHS for financial management systems.  Using the Information Technology Infrastructure Library (ITIL) framework for IT service management, we improved the stability and reliability of the production systems by resolving incidents, conducting root cause analysis resulting in long-term solutions for ongoing problems, and carefully designed, built, and tested change requests.    TeraThink encouraged, incented, and promoted continuous service improvement across the entire team.

KEY ACHIEVEMENTS

TeraThink delivered business value and measurable program success by providing a more stable production environment and an efficient use of resources. HHS increased their capabilities by:

  • Improving fiscal year end processing so that users can “get back to business” sooner by implementing business process changes and performance tuning.
  • Transforming UFMS O&M services from reactive to proactive by implementing ITIL and leading practices.
  • Fostering an environment of continuous service improvement as evidenced by our transparent project reporting and metrics-based resource allocation.
  • Decreasing cycle times, increasing system throughput, and decreasing incidents and problems.
