One of the fundamental differences between COTS and custom software is configuration versus code. There is a recent trend among COTS vendors to extend the depth of configuration to deliver user experiences that previously took customization. Oracle is one of the vendors offering software tools that allow the abstraction of certain parts of traditionally custom code (like interfaces) into more configurable platforms.
Sometimes referred to as low-code platforms, these platforms allow for reuse, standardization, and greater end-user participation and control. Distinct elements of previously custom code elements like business rules or accounting logic can now be seen as “configurable” elements in their own software modules.

We will be performing independent verification and validation (IV&V) services in support of their Financial Management Business Transformation (FMBT) initiative. It is hard to believe that TeraThink is approaching its 14th year as an organization. It all started for some of us in 2003, when two Enterprise Resource Planning experts decided to build a company based on SAP, and its rapid growth in the Federal Government. Fast forward to 2013, a core capability was our SAP expertise and rapid growth into the Momentum Financials arena. Now, as 2017 begins, our Enterprise Applications solution area is at a crossroads. The Naval Supply Systems Command (NAVSUP) awarded The Joint Staff (TJS) Enterprise Business Accountability System (EBAS) Support contract for $29 million to TeraThink Corporation. TeraThink competed against multiple, large system integrators, including the 15 year incumbent, to win this contract. EBAS is a Momentum-based Enterprise Resource Planning (ERP) system that serves as TJS primary budgeting and financial system. Thomas Byers, TeraThink’s Senior Vice President for Defense and National Security Business Unit, states, “We are excited for the opportunity to support The Joint Staff’s critical mission by helping to improve financial visibility and compliance, streamline business operations, and modernize their business systems infrastructure.”
The Washington Headquarters Services has awarded the $18.4 million System Operations, Maintenance, and Enhancement Services (SOMES) contract to TeraThink to support the their Enterprise Business Accountability System.
Under the contract, TeraThink will provide program management, systems integration and sustainment, and organizational change management and training support for WHS Enterprise Business Accountability System – Defense (EBAS-D) Momentum business system environment. This 3-year contract will allow TeraThink to continue to deliver world class, agile enterprise resource planning (ERP) support services to WHS and their Office of the Secretary of Defense (OSD) customer base.
TeraThink Corporation and Infor, the industry cloud company, announced April 17, 2015 the completion of the first ever successful deployment of Infor Approva Continuous Monitoring for Governance, Risk, and Compliance (GRC) in the Department of Defense for Washington Headquarters Services (WHS).
WHS’ Financial Management Directorate required a proactive audit readiness solution for their Enterprise Business Accountability System- Defense (EBAS-D). TeraThink was selected to design a commercial off-the-shelf solution to provide continuous monitoring of the EBAS-D Enterprise Resource Planning (ERP) system. Infor Approva was chosen for its ability to provide continuous monitoring of application security and transactions for Segregation of Duties violations and exceptions.

DBA Connected Logistics), that has been awarded a GSA Schedule contract to provide Enterprise Resource Planning (ERP) SAP Technical and Management Support Services (TMSS) for General Fund Enterprise Business System (GFEBS), Army Enterprise System Integration Program (AESIP), and associated Army ERP programs, together comprising one of the world’s largest and most complex ERP systems.
TeraThink was awarded a prime contract with the Defense Contract Management Agency (DCMA) to provide the project management, change management, data conversion, and enterprise architectures documentation support services required for the implementation and migration of the DAI ERP to production at DCMA. The period of performance is a base year with two option periods.
TeraThink Corporation provides ERP advisory and business process reengineering support to the Business Transformation Agency (BTA) through a subcontract to CACI.
